Why is my fountain making a humming noise?

What could be occurring is one of two issues, either the pump is dirty or the water level is low. In order to clean the pump please disassemble the water pump, remove the cover and the impeller rotor inside, and try cleaning the water pump with vinegar and rinsing then reassemble.
